I wouldn't be surprised that an important official in the Department of Homeland Security was soliciting [someone he thought was] a 14-year-old girl. I am surprised he got busted for it. Given the prevalent "laws are just things that happen to other people" mentality of this town, and particularly the "You vill not mess mit der Zecret Police!" mindset of Homeland Security, this sordid incident actually gives me a lot of hope for the future of the United States.
Remember, brothers and sisters, that separation of powers is your first (and more or less only) line of defense against the criminals running the jail.
