I think Twitter's motive on the blocking change actually was to address a problem of the people who used blocking -- namely, that people can tell when they're being blocked. Which there's no way to avoid if you make blocked people unable to see the blocker's material/unable to reply to the blocker/etc. I think the move was poorly thought-through rather than intended to help out people who were blocked.
